Just take the repacked goods to a manager and tell them you want a discount.If enough people do this,they will start taking notice.
My sister and 1 got my nephew the same toys(firebat)for christmas.Only hers didn't have a head and she got a discount.
As a collecter,repacks don't bother me to bad.As adults we have a larger options on how to get them(ebay/"Insert retail name here".com/blah......)I just fell bad for the kids that get these things.Just imagine being the first kid on your block to have said figs.Just to find out they are all the wrong toys.If i was a kid and this happened to me,It would be a nail in the coffen for my joe toys.

Time is money, so I think it's rather ridiculous that somebody's making three trips to a store to save themselves 20-25 bucks on a multi-pack of little plastic men.
Trip #1- Went out to Dollar General to stockpile old Valor vs Venom figures. Then went home and had to store said figures for weeks.
Trip #2- Went to Target or Wal-mart and bought the Golden Egg: a multi-pack of plastic figures! Then went home and meticulously had to open it and carefully remove the figures. Immediately had to re-insert the lesser figures without damaging the packaging too much. Then had to re-seal the thing.
Trip #3- Went back to Wal-Mart or Target and, despite being the only adult in line returning TOYS, spent time in the returns line getting a refund.
To me, those are a lot of hoops to jump through just to get some "free" toys. It's like wasting your time to find a "free" MP3 of a given song...when it's much easier to just pay 79 to 99 cents and buy the damn thing via Amazon or iTunes. My billing rate is 65 bucks an hour...so if I'm not saving more than that on any particular task, it's not worth it to me.

Its serious because it's theft. To make it more personal, imagine buying an item on eBay and receiving something different. Most everyone would be filing a complaint then.
And because every repacked item that doesn't sell and is bought back by Hasbro is another excuse they don't need to raise the prices on the figures we're wanting but get outraged about when the prices are more than we think they should be.
Repacking is theft no matter how minor it may be. And we all pay for it by price adjustments stores impose upon the rest of us and insurance claims. And while I do feel that the greater good will kick in these thieves in the butt in the long run, I do wish stores would be a little more proactive about not reshelving items brought to their attention.
It sends a message that:
1) they don't care about the repackaging of items which only encourages the activity.
2) They don't give their honest, paying customers the respect they deserve either assuming that someone dumb enough will buy the item or the person who explained the situation was lying for whatever reason.

I'm probably the oddball but I do not turn in repacks. I've seen to many that have obviously been returned, some more than once because they disapeared for awhile and then showed back up again.
I just pick the repack up, walk back into the automotive area and kick them under a shelving unit, or stash it ontop of the overhead restock. I know that messes with the inventory tracking but eventually it gets corrected and some poor kid doesn't end up with a repack his mom or grandma bought him not knowing any better. In 2015 when they finally find it, direct to clearance.

Don't get me wrong. Re-packing is a ridiculous, frustrating practice and I'm not defending it. But I think way too much energy is put into worrying about it. Especially when we're talking about a store like Wal-Mart. They are one of the wealthiest companies on the planet and we can't be surprised if they don't stop the presses because of a $25 toy. We care because we're toy collectors and it affects us, but to them it's a miniscule loss.

It makes sense that people who follow the rules and try to do right would be upset when they find a repack. When thieves repack items it interferes with the ability of the rest of us to get the item we want.
Of course when the stores hire people at minimum wage, we get to deal with individuals who generally do not care about it. They're just watching the clock. And to be fair, it's unrealistic to expect individuals to care a lot when their corporate employer is paying them the least amount of money it can under the law and scheduling them at a number of hours that preclude them from qualifying for full time employee benefits. cough * Walmart * cough
The problem the employees face is if they have start reporting that they have a bunch of repacked boxes on their shelves with substituted toys, they have to admit that they are not doing their job or put their fellow co-workers on the hot seat. Since the manager is ultimately responsible for whether his store's employees are competent in the performance of their jobs, he does not have much incentive to return repackaged items to the warehouse and write off the real goods as stolen. If he did so, he would be admitting that he does not make loss prevention (theft) a priority in his store.
The repacks are coming in the front door and customer service is getting fooled. Until the retailers get serious about handling returns properly (i.e. comparing the returned item to a picture on the computer that shows what the figures or vehicle should look like), they will continue to have this problem.
