This is a great idea and your definately on to something. If you played sort of like "world of warcraft" you could have your 2 warring factions and then divide up into class..infantry, ninjas, medics...basically healers, ranged attacks, "tanks" etc etc...with the figures you could gear more towards military strategy and scenario i.e. the old D&D games, or anything else from TSR in the 80's. I remember the Marvel Super Heroes game came with ton of small cardboard cut outs of the heroes/villians...a few maps and dice.....with how deep the Joe Universe gets you could expand like crazy....ninja force, python patrol, iron grenadiers etc etc...those could all be potential expansions and playable charecters.......to sum it all up. I would be intrested!

Instead of a table top war game you might want to make it an RPG style type of game. I've worked on a few RPGs and i believe the figures and the setting lend itself more to an RPG than a TTG. You would need to develop some basic rules and mechanics first, and develop a book explaining the setting, etc.
After a core mechanic has been established you can begin fleshing out your stats and classes, etc. Supplemental books could include a further expanded book for Joe, a seperate expansion for Cobra, Iron Grenadiers, etc.
If you wanted to toss Hasbro a bone in the mix, you could do A Real American Hero supplement, a Movie supplement, a Cartoon supplement, and a Resolute supplement that have conversions and stats so players can play in the worlds they like the most. This idea would probably be the one that could land you a license to do an RPG too.
A core mechanic would be the first priority though.

HA! I've been working on this idea for years and here's my take-
It's a collectible Miniatures game like Heroclix but there are also 1/100 scale vehicles and weapons sets so you can change your hero's armament- it's tracked with clear cards like the Barbie fashion things- slide in a sidearm and rifle and hero to the filecard sleeve and you see all his stats with the weapons you've equipped. The vehicles are smaller because they are moved on a seperate small-scale map- imagine it's 1-inch hexes and 2' by 3' and then the battle with the Joes is on 1-inch hexes on a 2'by 3' map that is represented by a single hex on the vehicle map.
Vehicles move about and fight at hisgh speeds, and only occasionally show up in the Infantry sector- but they CAN fire into it. SOME smaller vehicles get made in scale with the figures too (and eventual special issues like Hiss Tanks and Mobats won't be random collectibles- more like D& D Miniatures giant dragons).
I cover the bases of other factions, alliances, use of normal military etc so it expands well and I introduce in-the-way civilians that add challenge to the Joes specifically.
I've actually scratch-built 2 40k scale Hiss Tanks that are LOVELY- I'll post a pic when I figure out how...
I'd LOVE to make this real...

I worked out a system several years ago using a rough approximation of the Firepower rules from old Epic (back before GW sold out... bah!), which I then translated over to an internet friendly format ( UK :: COBRA - Home ). It works really well as LARP rules as well; (remember over here in England even a plastic gun can get you arrested!) Essex: COBRA - Login , which then went on to form the SKILLS basis of my current Hurt n Heal game (that's currently active - If anyone fancies having a go, drop me an IM. I'll see about finding some room for more players!)

I feel as though I should throw my two cents in.
Why not make the map in a grid format?
Certain characters moving a certain number of spaces etc.Certain number of damage for certain weapon used, range for that weapon being a certain amount of squares.
Seeing if an attack hit would need dice though.

as a matter of fact i have a full game going, it doesnt use minatures , but it does use the 82/83-91 figures, ( ranges an stuff are adapted to the 3 3/4). my cousin an some friends have been playing it with me for with it for a while now, i have all the rules, im building pdfs an fresh artwork for them as we speak. Unfortuanley 1/4 of teh rules are in digital format, the rest is pen an ink. Its called " Gi joe BattleFields" if you ant to see some samples jut email me @ : "email@example.com" , im working on a website that will have pdf updates for the vehicles, an newer charaters like paraviper..etc..etc.. its a project mostly of mine so it take some time, but i have almost all things done except for the jets. i need card art for a bunch of figures i prefer hi res ( at least 300 K). if you guys want to push me a lil, i could sure use it. hit me up if have card art, ill give you a list.

I still played with my joes up until about 8th grade. At that point we had some arguements of who shot who so we incorporated dice and measuring tape to see who would win battles. It was pretty cool and we had a wooden ruler to judge blast distance. We would play in the woods near my house and had lots of awesome spots and there was this giant dirt hill that became a base for one of my buddies. Man those were some good times.

A Joe tabletop game would be cool. Though you would need to use skirmish rules based games since that works for this setting. Joes would have a high point cost per model while Cobras could use mob rules and be lower cost. A really good type of pre-existing game would be to use Rackham Confrontation rules (before the newest ones 3rd edition I believe would work). The only thing is they are a European game (French) so the measurments are in cms.
