Over all, these don't look very good at all. The Hawk and Scarlett aren't bad but the rest are pretty rough. The Duke and CC are really really bad.
Let's hope wave 2 and beyond come out better.

yeah, just to note in case you didn't know CobraCoffee: the schemes on the redecos are supposed to reflect how the look in the comics (bad idea) they did it on the first wave of Star Wars comic packs and it looked terrible, and peg-warmed like nobodies business.
looking beyond wave 1 though and all of the comic packs look much better.
and paint application on the 25th is all over the map, it's definitely worth your time to look closely at whatever you're getting (i didn't and ended up with a Stalker with 2 left hands). that's why i went ahead and got the Hawk pack i did, his paint aps were super clean and tight.
My 25th Most Wanted List:
1. Tunnel Rat <-CHECK! 2. General Hawk (v2)<-CHECK! 3. Leatherneck <-CHECK(kinda...)
4. Jinx 5. Dusty <-CHECK! 6. Snow Serpent <-CHECK! 7. Tele-Viper <-CHECK(kinda...)
8. Falcon<-CHECK (kinda...) 9. Footloose <-CHECK! 10. Recondo <-CHECK!
9 down, 1 to go ~ but i really want a new Leatherneck and Falcon

Personally I think Hawk, Scarlett, Duke, and Stormshadow look great, CC is okay and my Snake-Eyes is a mess. His legs are completely loose, he cant even stand straight.
My brother's Hawk and Scarlett pack came with a comic that all the pages are completely out of order except for a few. I guess its safe to say they rushed out that comic!

I just got home from picking up wave 1. I have to say that I'm not really noticing a quality difference from the other figures. And honestly, I'm really enjoying what Hasbro is doing with the way they are released.
(now mind you I'm coming at this as a Star Wars collector as well) The Star Wars comic packs upon their first release probably would have died if they had only released the first few as they were all rehash figures with 'comic style' paint jobs. Even that is debatable. But then they switched gears to begin releasing totally new figures.
Now with the Joes, they are releasing rehash figures that actually make sense with the comic color schemes. (except for Destro... Yikes!) or they include a new figure that is painted properly (most likely for a selling point of course... and I suppose it would make sense for comic packs to have either all new figures or all comic colored figures... but for the most part, I don't know that I see the comic packs having too many other Joes that would be in that drastically different color schemes)
Anyway...I'm kind of guessing here that we'll be seeing more 'all new' figures in the comic packs in the future and less of the comic colored figures.
Now if Hasbro were to just take every carded figure and then release their comic colored counterpart- that would probably piss everybody off.

Paint app quality can be bad sometimes, I've seen a couple (I actually mean around 10 figures I've seen in the whole time the 25th line has been out) That looked bad. I've also seen people call a paint job bad because the paint missed an area smaller than a millimeter. Those paint jobs don't bother me.
I've had one figure with a broken part and one with a distorted part (as in excess plastic melted and deforming a part, not "This part bends the wrong way")
I've had a couple of loose legs here and there (around 2)
All of this is out of 70 or so figures (I've bought doubles and such)

It's been a while since I read that issue but I think I remember that scene now that you mention it... Still seems like an odd choice...
Anyway on a quality issue- The Hawk that I got last night had his right leg literally glued at the hip. I tried to move it and it broke right off. you can see glue in there. Where would the glue have come from...?
For all of the figures from the Anniversary line that I have picked up this is the second issue that I have had. My first was Baroness having 2 left hands. (I guess the comic Snake Eyes has a loose left leg, but that doesn't bother me as much as a glued then broken leg)
But other than that, quality wise I don't see a difference between the comic packs and the carded figures.

Two rules for happy hunting results:
1. Always, always take a good look at the figure and packaging before you buy. I've done that every time and have only been disappointed once or twice with issues that weren't noticeable before the package was opened. Leave the bad paint jobs for the scalpers to grab for eBay, and don't buy anything that looks as if it may have been opened (unless you get a really deep discount ).
2. Don't buy figures you don't really like. Yeah, it sounds like a "no duh", but we all can get caught up on the moment sometimes. So take a deep breath, take a good long look and just say no to figs like blue SE and neon Duke. If you wouldn't be proud to display them, don't bring them home.
Now go get 'em hunters!!!

What is up with the paint applications on these comic packs!! It looks like Hasbro did a half a$$ job on them.
The only figure that looks really good is Hawk. But is just me htough.
