I had to vote for '84. Too many great figures and awesome vehicles that year for me to vote any other (although '85 was damn good, too)!

It was really hard to pick between 83, 84 and 85. I had to go with 84 mainly because of Zartan.

For me pretty much any 3 3/4 Joe created between 82-87 would be favorites, but I picked '83 as the banner year. I'm a big fan of the Joes that came out that year (Doc, strangely enough, being a major one), and you can't beat the fact that all Joes switched to swivel-arm battle grip!

i went for 07, but i should have went with 85. i think 08 will be the best because it will have lots of the old greats and it is getting a quicker start then 07

85.
Snake Eyes w/ timber Crimson Guard Snow Serpent Eels Flint Dusty Barbecue ...THE FLAGG. Also, I think 85 saw the start of a trend in much better sculpting and detailing. And since the "neon era" sort of started in '86, that pretty much leaves 85 alone as THE year of ARAH. IMHO, anyways.

I had to go with '83, but it wasn't an easy choice. Most of the reasons I chose '83 have been covered by other posters, so I won't bore you with redundant text.
One reason that hasn't been mentioned, however, is that '83 was the first year that the Joe line of figures stopped relying so heavily on re-using body parts. this made each character more individualistic and distinctive. And look at the variety in characters from that year: Gun-Ho, Airborne, Snow-Job, Torpedo, Major Bludd, Destro, Doc, Tripwire, Covergirl, Wild Bill, and Duke. 1983 was just a hard year to beat, in my opinion.
