good to see some of the figs who have gotten the most hate getting some love here. Can't say I agree with some of the choices, but hey, that's a great thing about collecting...
I'd go with 1 Mj Bludd (not fully accurate, but solid in his own right) 2 Duke (got some limitations but a simply iconic update to the original) 3 Hooded CC (see above) 4 CP Snake Eyes (should have a shirt, but great web gear and accessories) 5 Spirit (great detail and awesome Freedom)

Cobra Trooper The silver logo was hard back in the day when it was a Glider Pilot now the red logo is harder to find only in multi-packs

Cobra Viper - I mean, yeah, it's got its problems but it's still an all-new mold, no crappy reused parts or Duke arms. The wrists are bothersome but I don't mind them too much. The figure would basically be made perfect if they replaced the hands, which would be an easy repack.
BBQ - Even though he reused some parts, it doesn't bother me as much as that usually does. Would I like a new version? Sure, why not - removable helmet, maybe a few new unique parts to make him more like the original. But he's still a lot better than people give him credit for. Duke (V1) - There, I said it! Sure, the arms suck, but they don't suck on Duke as much as they suck on all the other figures Hasbro stuck them on. At least he LOOKS like the original figure - to be quite honest the problem I have with the Duke arms is not so much that he has them (although I would like a version that can hold a rifle with both hands), it's that they're used on so many other figures. He has articulation issues, true, but so do a lot of other figures that don't get crapped on as much (like Hawk V2 for example).

In no particular order:
VIPER: Looks great. Proportion issue? Hell, most 25ths have odd proportions. Ankle problem is easily fixed thanks to malleable plastic (grab foot, bend ankle forward way too far, repeat as necessary until feet end up flat when returned to default position). Arms are great, so glad they're NOT Duke FailArms (TM). Wrists are NOT an issue. Hands moulded to hold their gun. What else would cannon-fodder grunts have to do? GRUNT: (See what I did there? Segues FTW.) I'm very surprised and impressed by this figure. He looks great! The fact that he's just a repaint/frakenjoe yet is able to look unique, even when displayed with his O13 siblings. The different shade of green and brown paint apps make him stand out, yet he still fits in. Equipment is great. Uzi sidearm and modded M-16? Very nice! Head doesn't look bad in person. Hey, he has stubble in the character art, so it's not so out-of-place on the figure. WILD BILL: I can't not love this figure. He looks really badass, what with his vest, revolvers, hat, and belt. Sure, his head's a little small, but with the hat on, it doesn't look so bad. FLASH: Woah! Really enjoy this figure. My first 25th, and I haven't looked back since. An excellent example of the spirit of the 25th line. Plus, I've always had a soft spot for that armour and weapon. SCAR-FACE: Comic character getting some love. Very nice! (PROTIP: the comic he came with doesn't make sense, since the character was dead, but it was great to see him again anyway!) The mould and colours look terrific. Really enjoy it. And the disfigurement is subtle enough for the figure to pass off as a regular Officer, too. SNOW JOB: Fantastic mould. Amazing gear loadout. Rifle's pretty generic, but it works. I really like how, sculpted on his leg, is one of those 3-figure carrying cases from back in the day! CLUTCH: My favourite Joe! I'm really happy with his 25th treatment, despite Duke FailArms (TM). (I fixed them with a hobby knife and gave him a better weapon, so I feel better now.) Ankle holster's pure win, the boots are accurate to the original figure and look awesome, I love the vest (accurate, too!) and the headsculpt's great. Beard FTW. I would have preferred a hairstyle similar to the VvV Issue #3 Pack, but this one works, too. STEELER: They gave him a new head (I really like it), he has the same cool boots as Clutch, and he has his holster harness. Sure, he doesn't have his laser rangefinder helmet, but I'd rather he'd have the new head than the helmet. BREAKER (Comic Pack version): Duke FailArms (TM) and weapons aside (maybe he learned one of his seven languages watching John Woo movies), I really like the figure. The head doesn't bother me too much, neither does the Flash backpack. I'm really happy he doesn't have the beard and comes with the bubble, as I'm into the comics and not the cartoon.

Barbecue, Comic Pack Firefly, Shipwreck and the original 5-pack Masked Cobra Commander are easily my favorites. As for underrated: V3 Snake Eyes (dagger chest). As far as updates go, he's by far the best. The daggers are removable, the gear is awesome, killer poseability (as opposed to the old one, like all of them), and really just a very solid fig. Maybe he's not underrated and his greatness just struck everyone silent in regards to his awesomeness. I don't know.

The Original 5 pack Duke: I don't even care about his arms or his diaper crotch; IMO he's perfect. *cue cheesy music* LOL. I mean he looks EXACTLY like how I remember Duke looking. Above all other figures; that Duke is the one that brings instant nostalgic G.I. JOE glee whenever I look at him.
