This must be non GI Joe... but the quality is still good. I labeled a few with letters that might be apart of separate toy lines, esp. D which is probably a Star Wars droid.
Here is a photo that may have a GI Joe backpack (no. 5) and possibly a missile from GI Joe (no. 16). Everything else is such a mix. Some of it was GI Joe, some of it was TMNT, some of it was Dino Riders, MASK, and on and on... Someone said no. 13 may be a Power Ranger item... but not sure which one. 11 & 14 might be playmobil hats, but I can't confirm that.
Another mixed lot. No. 5 is obviously some kind of Macorss/Robotech engine pod, but no one knows which one. No. 1, 2 & 13 are probably TMNT? No. 12 might be GI Joe, but I cut it up for a custom. No idea on the rest of it.

In pic #3, #9 is a nut from the Home Depot line of kids tools. My son had some of these.
In pic #2, I thought #11 was already explained as the Playmobil winter hat that matched the scarf that is blacked out?

Wait same pic the gun under the brown box came with the Spytroops BAT, and the brown rifle above the folding shotgun MIGHT be Spytroops Recondo, and that shotgun came with a lot of figures...ST Destro.

Not sure if its playmates or matchbox.

Silver seat from Computer Warriors line! Holy heck. How did you ID that one... such an obscure line.
Orange water pistol from Stone protectors, check!
Black backpack from Food Fighters... yeah I see what you're saying. It's probably from that line, even if I can't ID the exact figure. Thanks!

And yup, I think you're right about the red hat being apart of the red scarf from Playmobil. Thank you again!

The rock formation under the .50 cal. is a Warhammer 40K terrain piece.
The crossbow looking piece is the top part of the crossbow that goes on Beachhead's backpack.
All of the backpacks, the laptop, hand held radio in the bottom right corner and pouch above the goggles are World Peace keepers.
I do believe the Bar in the top right, the M60 and the gun below the chain gun that has a metal drybrush on it are also from World Peace Keepers. Possibly one or both of the M1 Garands also belong to them.
The goggles below the pouch look like they belong to the 25th Viper.
