So I was on a toy hunt and went to a Target that I rarely go to and found NO carded figures. However, there are about four wave 1 and wave 2 comic packs.
Coincidentally, the store Mgr came my way and I asked her for help. She scanned the product number and shows no items in stock. She said these items are popular and in great demand. I agreed and asked her what are Target doing in the effort to keep the supplies readily available and stocked.
She stated that Target has no control over the amount distributed from Hasbro. She further stated that whatever Hasbro send is what the store will get.
I informed her that this didn't make sense. Why does Hasbro dictates the amount the store should receive than for the store to order what is needed to keep the demand met?
Then the Mgr stated that Hasbro wanted to keep the demand up inorder to ensure the survival of this 25th joe line.
Well folks, there you have it. I can't completely take her claim as the intentions of Hasbro though.
Does anyone agree or disagree with the Target's Mgr? Discuss...

I have heard the same thing from target,Walmart & TRU. I don't really buy it but then again who am I to know if it's true or not

It would answer a great many questions.
Similar business techniques:
Older light bulbs lasted decades. New ones last months to a year if you're lucky.
The Windows operating system has built in flaws to demand purchase of upgrades and tech support. (Buy Mac!)
Cars have more computers to essentially prevent people from working on them themselves.
I'm sure I could think of more examples, but the point is companies love to keep themselves in business either through planned obsolescence, deception or just plain old fashioned tomfoolery.
either that or the stores are just passing the buck to Hasbro because they're too damn lazy to restock properly. This is also quite likely.

Makes no sense to me. The same people want to buy the 25th line whether it's scarce or not.
It strikes me that this way, Hasbro are losing out. Why create demand for something a person can't get hold of? If Hasbro are about to flood the market with stuff then I sort of get it, but there's no sign of that.

Can you imagine the shit they got from toy stores like toys r us for all the left over pegwarming valor vs venom era toys?

Late last year I talked to a Hasbro Representative I found stocking shelves at a Wal-Mart. I asked him about the shortage of 25th Joes back then and he said that the popularity of the Joes and Transformers movie line caught Hasbro off guard and they were rushing to meet demand. So much so that they were sending product out by air freight instead of by boat, which he seemed to imply was an unheard of practice.
Now, we've seen that the Transformers movie line went from empty shelves to overflowing and I personally saw instances of older Joes showing up at a store after a newer wave had hit. Which would seem to imply that a shipment had been sent out on a boat, then a newer shipment was sent out by air and just arrived before the boat.
Whether that is still the case, I don't know. Like I said, the Transformers line is still overflowing. However, it could also be a case of Hasbro underestimated the line, then made more to accommodate the fan base, but the fan base grew exponentially (How many new fans have you seen around here that were drawn back into collecting because of the 25th figures?) so that they are constantly playing catch up
I could be completely wrong and they could be holding product back to keep demand up, but why haven't we seen them do this with any of their other toy lines?

Working at a retail store myself I believe it. We all know Hasbro products make up much of the action fig aisle. Almost everything else they make comes in high volume to the stores. From TF Movie and animated, Marvel Legends, Spiderman, Star Wars, and Indiana Jones. The only thing that seems to be in short supply but extremely high demand is Joes. Hasbro is directly responsible for distribution to stores. If you think about it there was never any kind of issue like this with Joe vs Cobra or Sigma 6. I think they have created this to lead up to the impending movie and toy lines.

Ummm... that makes no sense. All retailers have corporate "buyers". You know, those people who go to the Toy Fair(s) and decide what products they will or will not carry? Those people who work with Hasbro to figure out what exclusives they do or do not want?
The retailers are Hasbro's customers. They absolutely dictate how much product they want. I worked in retail management for 15 years and the notion that Hasbro can just sit back and whimsically dictate what stores get what product isn't just incorrect, it's ridiculous and laughable.
Target has a team of hundreds of corporate level buyers and store planners, and those folks are the ones that dictate what stores get what product. Now, it's possible that Hasbro is having trouble filling all of their demand (because the line continues to far outsell expectations, which is a good thing, let me remind you) but Hasbro absolutely does NOT dictate what stores get what on their own whim.
