The PDD was an exclusive as well as the Rowdy Piper, plus piper is a new sculpt as other have pointed out here. I would not consider them part of the complete set for the collection. Nor would I consider variants. But they are cool, especially the black Timber.
Personally I do not think they would hold their wealth either in the future. But if a person wants to pay that price they will.
I personally only consider what is in "stores" for people to get complete.
But as always it is always what "you" see as complete as a collector.

I appreciate your post WYO. My collecting these was due to my having "given away" my vintage collection and wanting to share the Joe experience with my son. There is definitely a sense of nostalgia and even patriotism that propels me to buy these as well.
Lately though, collecting the 25th/Modern was becoming "I gotta beat everyone to the store so I get first dibs." Then I buy them, take them home and look at them through the plastic covers. [So far I have taken very few out of the packs, so that my son can enjoy ripping open the boxes].
Can't lose sight of the purpose. I am not a completist, my collection consists of the figs I want and think my son will enjoy.

I consider GI JOE to have a 'cast' of characters. As long as I have what I consider to be the best version of each member of that cast then it's as 'complete' as I'll ever want it to be. No need for two Destro's, two (or more) Snake Eyes etc.
Not having any version of Destro (for example) would be annoying and I'd then say my collection wasn't complete, but as long as I have that one, I'm good.

As others have said, i would consider only what is availible in stores as being complete, count yourself lucky if you have the money to get all varients and exclusives outside of retail... when i started collecting on the 25th line i wanted to be a completist, in fact it still bugs me that i was unable to find any Target exclusive vehicles but somtimes you just have to know when to say when... collecting can turn into an obsession real quick and i've seen people unable to make rent just because they had to have it...

Rowdy Rowdy Piper to me is not 25th, he is lame as hell. Destro would be a good bonus to have in your collection, but not necessary to have a complete collection.

Your collection is complete when you are satisfied its complete.
I've nevered considered varient, exclusives, pythons,tigers,or neon figures to be essential to my collecting. Actually I always viewed them as cynical marketing ploys to squeeze even more money out of me.
I get the figs I want, plus a few extras for troops or customizing. Of course finding the figs in the first place is the eternal challenge
