Well, I decided to pick up a couple of non-Joe female figures with the intent of seeing how they might serve as Customizing fodder. I was fairly impressed.
The two figs I picked up were Ms. Coulter from The Golden Polar Express, and Deena Shan from a comic two pack with Luke Skywalker. Coulter was $4 and Deena/Luke was $9. Not a bad deal overall.
Upon initial inspection, the figs don't seem that impressive, but they are well-crafted, if poorly painted. Of course, the paint jobs on such small figures always leaves a lot to be desired. They can be fixed with some paint. But the first real challenge comes when you remove their heads...
Deena's head ball is ridiculously huge, while Coulter's is ridiculously small. Coulter's headball has an excuse: it's made by Popco. But the Deena Shan fig was made by Hasbro, just like the 25th Lady Jaye pictured. There's no excuse for the headball to be made that big. And Deena's head looks pretty good on LJ's body, maybe a little loose...
I'm hoping someone can fill me in on how to make this super-huge socket head work with my 25th toys. The Coulter head will be easier because I can always dremel it out to make it fit. I think they're a pretty good deal. Two figs for $15 bucks. Well, three, but Luke doesn't count. He's short and useless.

Fill the socket with hot glue, use a regular hobby hot glue gun and not one of those super heated ones though. Then dremel out the glue to fit the ball joint. Sometimes all you need to do is push the hot tip of the glue gun into the socket to form a hole that will work.
A lot of people use epoxy but I find hot glue works a lot better as it has the same consistency as soft plastic when dried, it allows the head to be moved around as good as it does on a factory figure, and it still allows for the head to be popped off without a chance of damaging the figure. Plus its cheap, a pack of 100 sticks costs 3 bucks.
Plus you can always pull or scrape the glue back out and try again if you screw up.
Also hot glue won't damage the figure or the paint and any excess can be peeled off easily.

i use poster putty to fill in star wars heads. it's easily removable and the figure still maintains total pose ability.
outside of the numerous star wars females (amidala, dark woman, other random comic pack ladies), the new dragonball line has a female figure with a compatible head as well.
and did you call your deena/lady jaye combo figure "loose"? well, with that outfit, what did you expect

1. Coat the neckball with a type of petroleum jelly. vaseline lip therapy works great. (to keep the hot glue from sticking in the next step)
2. Fill head with hot glue and press onto the neck ball while still hot.
3. Press/Turn to get a snug fit
4. Once it dries, it will pop off , audibly if it's done right.
5. Trim excess off with an Xacto.

I like to use a little square (about 1" x 1") of paper towel. I just fold it a few times and then fold it over the neck ball. Just push the head down over it and the paper should take up the extra room. No tools, no glue, no fuss and easy to do over if need be.
