EDIT: I have added a poll to allow you to rate Scrap-Iron! I figured this was the better of the two figures to get member ratings for.
Unlike the Extreme Conditions Arctic set, this version of Scrap-Iron follows fairly faithfully the design of the original 1984 release. The head used has the same mold as the Arctic set, with a black helmet instead of a gray one and the facial scarring emphasized in brighter red (at least on my figure). The body in this comic pack version is different than in the extreme set, using a Viper torso and Cobra Trooper arms and legs. The included gear looks a lot like what came with the original figure and includes a pistol and a remote-controlled rocket launcher. As noted by Shogi in his review, there have been some modifications to the rocket launcher. The launcher can be put on his back using the backpack hole – as seen in the included comic – although the fit is a little loose. The vest is new and is styled much like the 1984 version of Scrap-Iron. This figure is a nice addition to the line using just a few new parts – a new vest and a head and weapons that were introduced in the extreme set – that are appropriate for Scrap-Iron. For some reason, I’ve never been very impressed with the Cobra Trooper/Officer arms, but they wok alright here. I wish there was some way to incorporate a pistol holster on the leg instead of the knife holder (especially when we didn’t get a knife with the figure). I think he looks a little too Zombie-ish without his face mask/goggles, so I make sure to always leave them on. Figure rating: 8 out of 10

This version of Wild Bill is a repaint of the single carded version. The new color scheme resembles his cartoon appearance, with a blue outfit, yellow vest, and a tan hat. Wild Bill also comes with two white revolvers.
I’m not overly thrilled with this release – the colors are a bit much – but he matches well with other cartoon figures that have been released. The paint on his sunglasses is a bit sloppy and the head is a little too glossy. This was the same problem with the wave 2 Senior Ranking Officer air command exclusive, although this comic pack version isn’t as bad as that. All in all, though, I like the mold (yes, the head's a bit small) and he will look just fine posed on my G.I. Joe cartoon figure display shelf. Figure rating: 5 out of 10

to be plain , i dont like the way bill's head's been built , kinda wierd proportion to his torso. fortuantely, all the problem gone with his hat on his head . althought, this one is just another repaint , i really love this version, most resemblant of the cartoon color.

I can't wait to get that CP along with Beachhead/Mainframe & SE/Hardmaster. It's easily the best CP wave along with the earlier one.

Scrap Iron looks better in grey head than in black and Wild Bill looks like NASCAR Driver #43 Richard Petty STP

I love the Wild Bill figure in general, but I have a tough time keeping guns in his hands, not sure if it's just my figure or a problem with the mold.

Scrap-Iron looks 100% kick-ass! Wild Bill in his cartoon colors isn't quite so kick-ass. I agree with both figure reviews, though.
