It was Season 3 of the original G1 series episode "Only Human" just look it up on youtube "Transformers Only Human".He's a washed up weapons dealer and he uses his old technology from the Cobra days-mind you this episode takes place in the future long after the collapse of Cobra you presume.He has his distinctive silver mask is called "Old Snake" and even voiced my Chris Latta the voice of Starscream/Cobra Commander.At the end he yells out Cobra to confirm all this
