It is hard to know the whole story about who's to blame for the lack of product on the shelves. I think it is a mixture of both, but mainly Hasbro China. Look at all the online retailers that are waiting for product to come in. When BBTS sells out of a pre-order, whose fault is that? (Meaning, if the product hasn't come out yet, you should be able to order as much as you want, so Hasbro is putting a cap on orders). When BBTS keeps pushing release dates back, whose fault is that? (Meaning Hasbro is not hitting their production deadlines stated to etailers). To me, all signs point to the big H.
Hasbro has been having production issues since their 30th anniversary Star Wars line, (I know because I pre-ordered a case of each wave) and then this compounded with the Transformers Movie product. They have even admitted to problems with the factories in China both formally in Star Wars Q&A and informally at Botcon.
