I totally understand what you're saying and it is indeed a fine line... however to scratch build Payload I'd need to paint my Data Viper buck white... and painting white is a challenge. (For me, anyway.)
So with a little tweaking, I was able to achieve the look I wanted with the Club figure, making him really pop. Rather than shave off the ARAH peg on the vintage backpack, I drilled a larger hole in his back... some say that'll ruin the figure's value... but I'm not in this hobby as an investment. In fact, I'll bet my customized figure would do well if I were to resell it. I just didn't want to ruin the vintage backpack from an expensive Defiant.

I have to agree that having the Payload body molded in white with all the paint aps, USA Flag etc., it’s well worth it to start there rather than starting fresh from a Data Viper. Minor mods to make it my liking are not what I’d consider completely re-doing the figure.
With the parts at his disposal and the “no new tooling” mandate I think Bobby did a fantastic job designing Payload.

Agreed with Goin' Commando, the figure is well worth it.
A bigger challenge than painting data viper white is making his joints rub free. A color like white takes several coats to cover. Even after shaving the joints down the thickness in those joints from all the coats are going to make it tough to get them rub free.

Here are the pics... the drill bit was 5/32... once drilled, you'll need to move the bit up, down and side to side, but not too much, just enough to make it just right.
Correct.

Thanks for the Bit Info. I believe I’ll do that this weekend.
