If I had to guess, it’s probably because skirts aren’t really “tactical”. I’m sure they’ll get around to them if they ever do military dress versions though.

I completely understand why skirted lowers weren't a thing. At best, they would be a secondary option since most people would probably expect to see an active agent wearing pants rather than a skirt. I think the skirt thing really does lend itself more to civilian builds, which I am totally in favor of, but which are not really the primary aim for MTF.
Heck, we barely got the female agency ops at all, so who would expect an extra lower body piece anyway? But I do sincerely hope they come out with a skirted lower (and non-hooker high heels) ASAP. After that, we just need them to start making..."un-athletic" men and women...and Short Round-sized kids and we'll be able to populate an entire 1:18 town at long last! But I think they have a lot of other things lined up in advance of those last few selections.

Also, if they would have presented the Valkyrie Agency Ops with skirts and not the pants suits, fans would have complained about how the skirt affects the articulation.
Now before someone mentions the Zombie Labs figures having skirts; to me, Marauders stands out more as a collectible "toy" figure that is meant to be "played" with to a certain extent. Whereas, in my opinion, the Zombie Labs figures are more for static, diorama settings. Either way, a customizer should easily be able to make a Valkyrie Agency Ops with a skirt by using either a Zombie Labs skirt or (less expensive) custom, resin-cast (Golden Compass) skirt (a couple of customs stores sell them), along with some BFS HACKS blank legs. I really doubt he uses super high heels for whatever skirted piece we may get, just for the utility of being able to have the figure stand up.
Once agency ops is out, I think the lack of a skirted lower body will stand out, and reduce the utility of the female agency ops torso considerably. The Zombie Labs figures show it can be done, and I think this is going to end up being a mistaken design decision. But mileage may vary.

I’m just curious, but what or who do you guys who want the women to have skirts have in mind as far as characters or customs that need them? I honestly can’t think of any character I’d want to make with a skirt.
