I'm wondering if the cockpits and treads were for removable vehicles (maybe a digger and/or escape vehicles?)

I don't understand why people have a problem with the Used Car Salesman bit. It's probably the most realistic thing imaginable that some lunatic small-time schemer goes nuts and amasses power by appealling to disenfranchised Americans.
Cobra Commander's rise to power in the comics is modelled loosely after Adolf Hitler's. The main difference being that Hitler (a painter) made a very public bid for power whereas Cobra Commander hooked a city and then went clandestine.
