I doubt it's a matter of using "better sculptors" or even different sculptors so much as incorporating what they've learned about making these figures. Remember that the Duke head we're all used to is from the original 10 figures, and this would be the first crack at an entirely new one; it's only logical to expect them to be able to improve.
