I think you are giving the goons who were responsible for ROC too much credit. They more than likely just threw in some jibberish at the end. It probably doesn't mean anything. Much like the entire movie.

Even simpler, without the sub, and tying directly into the last scene with Operation: Mongoose:
When CC dons the mask he hits a transmitter and activates: 1- sleeper cells of nanomite soldiers or 2- sleeper cells of normal troopers (chance to get the classic designs in) that he had been organizing in secret or 3- B.A.T.s. (what else has Dr. Mindbender been working on all this time) ..that rise up and cause havoc, and eventually Zartan posing as the Pres passes on the location of the Flagg and CC & Destro are rescued by: 1- the ressurected Storm Shadow or 2- previously unseen Cobra agents (Twins, Firefly, Scrap Iron, Major Bludd would probably make the most sense, the cobra legions need someone in charge well CC was in jail) ....and once free, CC stops by the Baroness cell who is pissed off at him for lying to her and he says a word and activates the post hypnotic suggestion that reprograms her permenantly, and the three of them leave to wreck havoc... ....meanwhile the Joes have been globetrotting stopping all these uprisings with various teams (chance to see some of the others make it into the movie).... ...meanwhile the Pres had secretly been discrediting the Joes behind their backs, getting close to shutting off their funding... .... CC and Destro arrive in Washington DC and with the help of their legions take over DC with the President bowing to CC... End of movie.

Both work...I was going for a self contained novel between flicks, so mine could be a prequel for you story which I would LOVE to see on the screen.

The twins are probably two of the dumbest characters in existence, circus acrobats/lawyers, haha. *Actually Sommers would like them since they were stolen directly from outve the James Bond movie's evil circus knifetwin henchmen from "Octopussy".
The attack on the USS Flag would echo Transformers 2 when the Decepticons attack the US fleet to resurrect Megatron. Sounds kinda cool but also at the same time sadly a ripoff. I dont like ROC storyline, it just stinks. So the sequel would really need to correct many of the blunders and I would opt for a reboot. |

How would a rescue of prisoners from an aircraft carrier be a rip off of the Decepticons landing on and destroying an aircraft carrier.
That makes no sense.

Sure it does. We had an attack on the USS fleet and a carrier already seen in Transformers 2. But instead of with Megatron being guarded by the entire fleet while under the sea, CC and Destro are stored deep away inside the carrier..same difference.
Also there is no reason for CC and Destro to be constantly stored inside a freaking ship, are they whales and need to be watered?! So if that is their permanent prison then its another silly note among the many with this dud of a film. Destro's organization and all his lieutenants were either captured or killed, the ship prison was until they got back stateside I thought atleast anyhow. They woulve just went to some regular maximum security military prison after a trial(yes they're untitled to a trial as well). |

There's a lot about GI Joe that is reminicent of James Bond and I don't see anything wrong with that.
I also like the episode The Spy who Rooked Me. Aren't the crimson twins a rip off of the Corsican Brothers though? |

Trying to make a connection that any potential rescue scene on the aircraft carrier is a rip off of the scene in Transformers is a HUGE stretch.
That's like saying any movie that has a scene where a prisoner breaks out of prison is a rip off of another movie with a scene where a prisoner breaks out or prison. You have a world-threat level terrorist. Do you stick in a prison where anyone can find. Or do you put in a mobile facility that is constantly on the go and makes it near-impossible to plan a rescue operation unless you find out the travel plans (which can be altered as needed). A mobile prison, like the Flagg, is actually a very smart idea.
