I was also disappointed by the Scarlett character in ROC. I was really hoping they would portray her as strong, proficient and well educated. They got one of the three. I don't really see it as an acting failure as much as a written one. They made her more of a liability than a strong contributor to her team. Throughout the movie, she needed to be rescued or pep talked, just to keep going. Kinda lame really, and not the Scarlett I remember from the comics.
I would have gone along with her needing bailed out once in the beginning, a lifesaving event with Snake Eyes as the rescuer and perhaps taking some lead or fire in the process (leading to an unspoken - obviously - relationship for the rest of the flick). Then Ripcord's advances could subtly be blocked out (adding comic effect). Then perhaps she could do something to help out Snake toward the end of the movie (solidifying their bond).
I guess that is a flaw of these latest adolescent portrayals of characters in movies (Star Trek, X-men, etc.). The writers seem to need to make everybody flawed and having to find their confidence somehow. It's all a little too "Dawson's Creek" for my taste.

Lot of valid insights on this thread. My thoughts (sorry for rambling, have had these things on my mind a while):
- I didn't see Scarlett as weak because she lost her fight to the Baroness (on points, anyway). To me, she was just shaken up. A one-on-one, hand-to-hand fight is different than firing crossbow bolts at hordes of enemies in a battlefield situation. Sure, Scarlett's a trained soldier and a highly-capable combatant, but the woman she fought was no slouch, either. The Baroness could have definitely finished Scarlett off if she had had more time to do so. Facing your own mortality is scary, especially when it comes with bruises where chain links were pulled tight across your throat. I did sincerely hope to see Scarlett redeem herself personally against the Baroness, even if she just socked her once in the face in the Paris Pursuit or MARS arctic base sequences, but alas, no such luck.
-Yeah, some of Scarlett's stunts on the bike stretched credibility, but so did Snake-Eyes hanging onto the underside of the Scarab SUV while it bounced up and down all over the place, his ninja skills notwithstanding. She DOES save his life when she splatters that Neo-Viper's head all over the place before he could take a shot at Snake-Eyes hanging onto the undercarriage. Everyone's favorite silent American ninja had nowhere to go and was pretty much helpless unless he let go of the vehicle and abandoned pursuit - and we all know he never gives up. (Yes, I know he let go later, but the train was coming …)
- I'm not for a Scarlett-Ripcord relationship, but I could care less about him being black and her being white. He's a nice guy, and I liked the pep talk he gave her after she lost to the Baroness. I just think that deep down she's too serious and outwardly he's too much of a clown for them to work out in the long run. Whether that could mean she gets close to Snake Eyes as it was in the books is another story - maybe if he got badly injured while trying to save her. (He owes her one, anyway, after Paris.)
- Ultimately the script didn't give Scarlett enough substantial things to do - I felt the Baroness was a stronger female character and the same could have been done for Scarlett, but guess the powers in charge decided to concentrate more on the other Joes and the lone female member got left behind. I also don't think Rachel Nichols is a bad actress - as others here have said, you can only do so much with the material you're given. (She sure is pretty and has a great smile, though.) Maybe she'll get another, and better, chance if a G.I. Joe sequel ever does come about.

The acting by her was no worse than anyone else's acting in that hamfest.

I liked Rachel as Scarlett, but Sienna and the guy who played the Doctor/CC both stole the show.
And at least she wasn't as irritating as Quaid or Pryce.

i guess it's time for my 2 cents...not that it's any more valid than any other.
Scarlett wasn't delved into long enough to really 'get' her. nichols did ok, in what she was given. she wasn't as good as Miller, but that's not a cut to her...sienna was great.
i think some of the confusion was that in the beginning of the movie, she's seen with Snake Eyes...hanging onto him / half in his lap during a briefing...ripcord talks about her being attracted to Snake Eyes...she seems to have no issues with this...
she kisses Ripcord...on the lips...it wasn't a big one, but not a little one. just seemed kind of out of place, but more than a friend. i think that's where the flirting thing came.
personally, i'm a classic guy, and the canon is the comic...even the cartoon came around to Scarlett / snake eyes.
as for that relationship being impossible to show on a movie...in THIS type of movie it would be perfect. you don't have to get in depth with it. state it...it's there. go with it. let her gripe and moan about something he did, and then he pops out a flower or something cheesy. that's about ALL you'd want in one of these movies anyway. i have always seen them as two people who didn't really trust many people, and found each other, similar situation / interest / backgrounds / etc, and were willing to give it all for each other. pretty much how most couples are, aren't they?
again, just my 2 cents.
i liked most of the movie, and what i didn't like had more to do with the story going way too Sci Fi at the end ( the submarine attack on the Death Star comes to mind ) than it does the acting...which i thought was pretty good.
Kids want discipline, and to know who is in charge, as much as they say that they don't;
Adults DON'T want either, as much as they say that they do.

If you go back to "Scarlet: Declassified", you kind of get what they were doing with Scarlet better: a very driven woman who is only knows ambition. In that comic, it is her father that puts her on the right path. In the movie, it is Ripcord that shakes things up a bit.
