If I recall correctly, this is the exact reason why J.K. Rowling destroyed the Time Turners on 'Harry Potter and the Order of the Phoenix'. She didn't want to look like a lazy writer. (And yet those who wrote The Cursed Child did exactly that and ruined her reputation within the fanbase). Anyway, back to the point. Then came along Avengers: Endgame. Since the general public thinks everything that Disney/Marvel put out is pure gold, and the fact that the industry now follows the mouse's footsteps to little effect, time-traveling as a plot convenience may become the new hip. (which is why I think Infinity War > Endgame). This Chuckles Time-Travel thingy came about from the abandoned G.I. Joe 3 script from the same writers assigned for this project. However, I do feel quite sad if they do. G.I. Joe is a concept that can do many things. M.A.S.S.Device, Weather Dominator plot devices... yeah, you got it. Time Traveling can stay as a last resort. But, have we come to the last resort?

Based on the Twitter link posted here by skinny, it seems as though the creators of the G.I. Joe: Cobra series; which featured Chuckles prominently, pitched the idea sometimes back in the past,].
