I don't know, looks like the last gi joe movies hasn't be successful with Paramount.

If they changed studios now it would just dwlay this next movie even farther towards 2030

The practical reality of changing studios is that the new studio would have to pay back whatever development costs Paramount has incurred so far on the third movie.Which isn't like an enormous obstacle but it would have to factored in.
