Absolutely. It would make more sense set in the 80s.

I feel like an '80s backdrop could be better for a G.I.Joe video game.
But if they wanted to make a movie very closely aligned to ARAH, I think '80s would be the way to go. |

Here's the page for my set-in-the-1980s-period short film.
If people like this style, I hope to make more serious, and longer Fan Films, all based in the A REAL AMERICAN HERO - 1980s G.I. JOE world. https://www.facebook.com/GIJoeCallForFire/

So whatever happen to the Movie they were planning to do back then. I remember reading about a Movie in development in the PITT letters page in the Marvel Comics back in the day. Wasn't Michael Biehn suppose to play Duke?

You'd have to consider the relative success/failure of Watchmen...it was also set in the 1980s, albeit an alternative version, and it was still easy to follow I suppose. The then-futuristic tech of the time might be grossly outdated though...
I'd like to just see a well-done G.I. Joe film. Even if it's done with modern tech and sensibilities in present times, the old classic characters could still be pulled-off if the right amount attention is paid to the nuances of each and the heart of what the original concept was all about is retained and respected; it was adventurous military fantasy, yet the creators made it all feel so very real and believable, with heavy doses of realistic terminology, weapons and gear, with just the right touch of imaginative flair.

An 80s era Joe movie would be terrible, but a Joe movie set in the Image or Pursuit of Cobra universe would probably work nicely.
