I'd imagine "In Costume/Mask" Destro and Cobra Commander are being held for a later wave so as not to "spoil" the movie (even if Combat Heroes doesn't seem to be holding to this). Maybe wave 3? IIRC, Megatron didn't show up until after the movie release for the Transformers movie line, either...
Personally, I'd like to get an "in suit/civilian" Destro out of the line, but I dunno if Hasbro would do it. I'm sure we'll get a "masked" version sooner rather than later though.
By the time the movie rolls around, they'll likely have revealed a good bit more product at SDCC and Joecon will likely reveal even more (as well as the possible return of classic product, or at least news about it) just a week after the movie hits. Actually, now that I think about it, I bet the Cobra Commander and Destro figs will (officially) debut at Joe con, along with other "spoileriffic" figures. We might see them in "Asia leaks" prior to that point, but I bet the public unveiling/confirmation comes there, and might not be too long before they actually hit shelves. It seems to be Hasbro's MO to release the first two waves of movie product together a couple or three weeks before the movie, then have the third wave hit right about the time the movie hits theaters.

That is why I say OUR (meaning ALL of us) perceptions are skewed. Yours and mine, based on anecdotal evidence. We are both right in some respects and both wrong as well, I am man enough to admit that.
My perception is different than yours and that is ok.

I collected during the "new sculpt" years. I got back into joes with the 97 TRU reissues, which I love(yep in the minority on that one), and haven't stopped ever since. See for a guy that didn't have much joes when I was younger, 1997 was a good jumping point for me. I collected through sigma 6, through 25th, up until now.
During the new sculpt years, G.I. Joe never got the marketing attention it deserved. You can tell me that it did, but it really didn't. The media tie ins were very short lived. A direct to DVD movie and broadcast on Toonami won't do much, why? It's short. It wasn't consistent. Sure towards the end, ads could be seen for the comic packs, and there were a few commercials. Point is it just wasn't enough, especially compared to Transformers. One can argue that Spytroops got a lot of media attention, but it was nothing compared to the likes of Transformers Armada(which I didn't like, character designs were cool toys and cartoon, not so much).
The movie is the biggest media tie in to ever hit G.I. Joe since the 80's. We are at a point where we can see the brand actually revitalized, as opposed to barely being there on retail shelves without the media push it needs. This isn't like Sigma 6 or others where the marketing was isolated to here, G.I. Joe is going global and for the brand, this is for the better. Transformers was a global success in 2007. This isn't about "oh the team isn't American", this is about enlarging the G.I. Joe brand to the point where it might grow drastically larger, therefore it means if it is a success, that definitely means more toys for us.
I'm talking retailers that actually have faith in larger vehicles to the point where they don't have to be exclusives just to sell. Way bigger modern era lines that make the current modern era line look like an appetizer.
