I'd save Storm Shadow for the second movie. Maybe introduce him in the end of the first movie. He could capture Scarlett. Then the opening sequence of the second movie would be a nod the issue #21 the Silent issue. But hey that's just the way I'd handle it.

it depends on what age bracket you want to see watching the film, if you really want a hard hitting opening, try the events of terrorism that have swarmed the globe for the past 30 years and show it in a top secret location have the montage conclude with the events of 9-11 and we learn that various gun runners including Arbco and M.A.R.S. have supplied95% of the plots, and in response to the growing amount of Terrorism special task force group Delta code name G.I.Joe is forged!
