Actually, you bring up an interesting point...if you ever read Frank Miller's "The Dark Knight Returns," Batman explains that he made the bat symbol a bright yellow oval because bad guys inadvertently would aim for it like a target. Why would he want them to aim for it you ask, because that was the only armored part of his body.
Scarlett would also want baddies to aim for her chest, and not her limbs as it is the most heavily armored part of her body. Hence, making it the contrasting tan color.
