I don't think any are rare, per se, but I like them all a bunch. | Oh, I forgot about Takara...
I had a bunch of MOC Takara figures that I actually opened up so I could get dead mint figures. The rarest was V2 Snake Eyes - he was even AFA graded (but it was a low grade).
I also opened up a French carded V1 Storm Shadow. Both of these were pretty pricey - I'm sure I could have found loose vintage ones for less, but I didn't want to go through the hassle. The SS even came with an extra bow! |

There are a couple of carded De Aco's out there. There is the Glenda and there is at least one Cobra Invasor. As of right now, there are no carded versions of Cobra Mortal, Manleh, Redmack, Topson or Shimik that have been publicly shown. Aside from them, the rarest carded foreign figures would be many of the early Funskool figures...especially the variants. Guys like the Blue Major Bludd, Red Stalker or the Red Beach Head are pretty much impossible to find these days.
Any Argentine stuff after the 2nd series is pretty easy to find MOC. The swivel arms figures are pretty much common...even the popular ninjas are insanely easy to find. Early Brazilian stuff is pretty hard to find MOC. But, by the time you reach around 88 or 89, the carded Brazilian stuff can be found and the later stuff from the mid 90's is rather common. |

Gung Ho
and over 300 other figures not as rare
Brazil:

Blue Storm Shadow COPS boxed
