I can give this a try. I'm basing this on the Marvel comics run (which I'm re-reading right now) as well as the original 1982 filecards (as listed on YoJoe.com).
1) Hawk (Colonel 0-6) Rock 'n' Roll, Scarlet, Snake-Eyes, Stalker, and Grand-Slam all are listed as having a pay-grade of E-5 (Sgt.) But from what I seen in the comics, the chain of command seems to run: 2) Stalker 3) Scarlet 4) Snake-Eyes 5&6) RnR and G-S, probably on same level. 7-12) Breaker, Flash, Short-Fuse, Grunt, Zap, and Clutch are all E-4 (Corporal). The thing that confuses me is that Steeler is listed as O-1 in the filecard, making him a second Lieutenant, but that would mean he would out-rank Stalker (right?), which does not follow the comics at all. Hidalgo's "G.I. Joe vs. Cobra:The Essential Guide" (only $3.99 at Ollie's!) lists him at E-5...In my mind based on what I've read in the comics, he's the same rank as Breaker, Flash, etc.

hawk is a full bird scarlett is an 1LT steeler is a 2LT stalker is E7 Rock n Roll E6 grand slam and flash are E5 breaker clutch and short fuze E4 zap and grunt E3 |

I had the feeling the filecards were mostly Regular Army ranks, and the origin for GI JOE was Fury Force. I always liked to think Hawk was a Major, since originally he was the son of Colonel Fury.
So my take on the GI JOE team for the first 11 Marvel comics was... A small 13-14 Member Special Forces Unit and not regular Army of the 1980's. Where in order to be part of it they had to be an experienced soldier to be part of this special unit. Also not too high of a rank where you drove a desk. Yes, Ive modeled it after the A-Teams of the Green Berets, but it works great. Special Counter-Terrorist Group-Delta Codename: GI JOE Major Hawk, Cmdg Off WO Scarlett, XO (Lipstick Lieutenant-Marine Warrant Officer) MSgt Stalker, Operations Sgt and Medic SFC Snake Eyes, Asst Ops & Intell Sgt [pre-accident] SFC Rock N Roll SFC Shooter (Declassified) SSgt Clutch SSgt Zap SSgt Flash Sgt Steeler Sgt Short Fuse Sgt Grand Slam Sgt Breaker Sgt Grunt Then at least my reasoning, Duke comes along in Issue 22. He is training for The Joe's Field Commanding Officer position "A-Team" as a Captain, and in Issue 33, 8 of the original Joes get a promotion and become a "B-Team", pilots and drivers are also "B-Team" Members. Hawk is promoted to a Lt Colonel (as "B-Team" Cmdr) along with Full Command of the JOE's. Duke recieves Field Command of the Joes. Then in Issue 37 Flint becomes A-Team XO. Hawk in Issue 45 Hawk becomes a full Colonel (Group Cmdr/"C-Team" Cmdr). Ace then becomes "B-Team" Cmdr. By 50-54 The Destruction of the PIT all the JOES are back on as Direct-Action Combat Troops. Then by issues 60-64 we get two more A-Team's with Falcon and Psyche Out. Its interesting in Issue 33 Steeler, Snake Eyes, Grand Slam and Clutch dont get a Promotion.
