Not really. On the cartoon I've seen everyone from lowly blue-shirts to CC himself pilot them. I don't know who they came with originally, but the 25th threw in the televiper.

As far as I can recall, there has never been a designated pilot for the Trouble Bubble.

When it first came out it didn't have a pilot.

I beleive in the original design, they were to be un-manned air"type"craft.
