Oh boy... The can of worms you're opening here is enough for the largest of organic gardens. But why not?
Personally, I've always seen Joes as covert military operation. As I've always said, more SpecOps - less Black Ops. They're the guys you call to get things done when regular military operations aren't working. Since the Joes are from the military than I expect to see some definite military operations going on. Not some closed-door handshake deals. Sure, it's important to have your intelligence operators. You're sniffers and searchers. But when the s**t hits the fan... you come out guns, tanks, and jet planes blazing!!!

I think it should be a gritty war store and, also have some of the james bondish stuff thrown in there.

what I like about GI JOE is it's ability to be pretty much anything.
even if certain things don't work out... it does have a flexible fantasy. you can have extremely military themed things co-existing or at least somewhat compatible with (to use the OP's example) spy aspects. other toy lines kinda lock you down. which of course works if that's what you're looking for. but in GI JOE you can avoid the fantasy or you can embrace it etc. I know there are people who think GI JOE SHOULD be something in particular. some of it's creators and designers sort of felt the same way. Merklein never liked working on the more fantasy based things. but when he had to he did plead with Hasbro to at least make them as realistic as possible.

I think GI Joe can be a gritty war story and a James Bondish adventure and a light hearted sci fi romp all at the same time.

Even as a kid in the early 80s that's the way I've always seen G.I. Joe... As a SpecOps team. I do like some spy action going on as well as Sci-Fi... Hell, I even liked the Ninja tie in with Snake-Eyes/Storm Shadow. But all in moderation. The Joes are an elite special military unit first.

I always imagined the joes like a delta force too. Only because I felt like if they were more like an army, too many of my favorites would be KIA.

See the thing is joes should be the guys you call when you can't get through because they can. They should also have the guys that go in behind enemy lines and lase targets, sabotage facilities, and steal information.
