I think that the original QK was a culmination of a few "Hollywood" Kung-Fu/Karate legends of the time. His look was clearly that of Bruce Lee, but the character was more Sonny Chiba.
Jackie Chan was actually around during this time (first US film was Cannonball Run 2 - 1984) but has been doing Kung-Fu films since the 70s. His big break after Cannonball Run 2 was actually in 1991 with Operation Condor and other crossover Kung-Fu flicks. Today, Chan is simply the case of "life imitating art" in which he has become all those legends before him. So in this case, the Joes' Quick Kick actually resembles Chan.

Quick Kick was always one of my favorite Joes despite his costume. I always thought he was loosely based on Hwang Jang Lee, a Korean actor and stuntman nicknamed thunder kick, thunder leg, thunder foot. Lee was a Japanese born Korean who was a Tae Kwon Do instuctor for the South Korean army. He was in a ton of Kung Fu movies mostly as a villain or stuntman. His likeness is almost a dead ringer for the original card art although he frequently rocked a moustache.

I think both.
Incidentally, I'm not too impressed by the new QK figure...I bought one for the sake of the collection, but he doesn't have any parts that make for cool customs, imo (maybe the gloves for an ME Big Boa?).
