They were discovered in the 1890s by members of the Royal Academy of Science and this is the first outside record that exists of their culture. Their architecture has influence from Ancient Mayan, Asian, Ancient Greco-Roman and Germanic cultures suggesting that while the world did not know of the Cobra, the Cobra was aware of the world. In fact Cobra has secretly sent missionaries to the outside world to convert and recruit fresh minds to aid in the development of it's culture since the time of the Holy Roman Empire. As a result the population of the island is surprisingly cosmopolitan and their technology level was astoundly high, as they had preserved many secrets lost with the fall of the Roman and Mayan empires as well as ideas brought from other cultures like China and Japan. The unifying force of the nation is their religion, the belief in a snake deity named Golabulous and a divine afterlife called Cobra-La. The culture is divided into three castes. The Cobra caste, is the religious order headed by a man who wears a ritualistic snake costume to represent his closeness to Golabulous. He is given the title of The Serpentor (Or in the case of a female head The Pythona), it is rumoured that he can command a dread demon called the Nemesis who will punish infidels and heretics. The religious caste is also in charge of converting and recuriting outsiders to the kingdom and running clandestine operatoins. The Coil caste, is the main military force of The Island of the Cobra, though the Serpentor has his own personal army. The leader of the guild is trained from infancy to become the supreme commander of all Cobra operations across the world. This Commander's identity is shrouded in mystery and by tradition he or she will never reveal their face to people speaking from behind a hood or a mirrored mask... for the soldiers must no it is no mere man who gives these orders but that the authority of this words comes from Golabulous himself. The third caste is the Snake Skin caste.. they provide all the other duties that would be necessary to the running of a smooth society, artisans merchants and the like. The Cobra Nation has long believed that the time has come to flex it's tail and wipe away the vestiges of the corrupt and decaying civilizations around it. 10 years ago... they first struck targets in the United States.

Yeah, the bad guys are easier to play with. The Joes are pretty straight forward storywise, there's not much more you can do with 'em since the majority are pretty one dimensional.
Sure they're a blank slate for the most part. But there really isn't much room to give them really diverse personalities. Their motivations are pretty basic "me good guy, me fight bad guy" (lol). Doesn't mean it's not fun to try. I really like the old society idea of Cobra. I went along similar lines but where you made a true society, I went with a Freemason kind of thing. Really like your idea. Fan of the New Mutants and Nova Roma?

Beliefs of the Cobra Religious system.
The people of the Island of the Cobra revere snakes, and their religious system has developed around them. Just like the snake sheds it's skin as it grows, so they believe that society must do the same. They believe that with every generation the world is reborn and the impurities of the past must be discarded: the weak, the ineffectual, and the coward must be killed. The youth of the island are subject to a battery of tests both physical and mental to see how they can best contribute to society. These tests will decide the vocation they hold for the rest of their life. Exceptionally bright or strong youngsters like those chosen as candidates for the mantle of Commander or Serpentor will be selected well in advance of the bulk of their peers taking these tests. Advancement, through the social hierarchy is strictly done by merit based promotions or trial by combat. Such Combat is always to death, for to leave an enemy alive is to risk future damage to yourself or your allies which is unacceptable. The people of the Island had no interest in conquest of the outside world until recently. The pollution, and ravage of the outside world and the increasingly powerful weapons of mass destruction created by the outside, led the ruling elite of the Island to decide that the world must shed these impurities from it's skin in it's next rebirth; and their armies are the divine instrument through which this will take place.

Had to look up what Nova Roma is, from a 2 minute google search it seems pretty cool. LOL Not really a fan of the New Mutants I read a bit of the one incarnation, where Moonstar is the teacher, and I've read the issue where Deadpool first appeared but that's about it. I don't really get how it fits in? If anything my own Oz novel that I'm working on leaked in here a bit... in that I like to look at what I'm presented in a more simplistic story like "The Land of Oz" and figure out the political motivations behind the actions that Princess Ozma or Glinda the Good makes in those (when really I'm sure the original author did not really intended there to be much in terms of political motivation)... GI Joe already is very political (makes it a bit frustrating to talk about here because of that sometimes)... But if I just pull back from the comic and look at the toys, I can have fun creating a political landscape all of my own.

Nova Roma was a "lost" civilization of ancient greeks (or Romans).
