I think the most elite would be the Imperial Guards from the Imperial Procession Set. They are specifically engineered to be the best of the best since they are the personal guards of CC. That is if we are going by file cards. They also look badass. I mean, crimson and gold battle armor and Range Viper helmets. They are so wicked that they can kick butt armed with only a flagpole.

The Shadow Crimson Guard isn't so much elite thanks to training as they are elite thanks to the power they wield. Think of them as similar to the Gestapo or Russian Political Officers.
I have always considered the crimson guard to be the modern day Nazi SS troops,, look at their uniform,, then how they are supposed to be the smartest and most physically fit, sounds like the ariyan race to me,, then how they all have blonde hair and blue eyes,, also their file cards talk about the initiation ritual as being extremely disgusting which has correllations with the thule society thatr most high ranking nazi members were part or,,, look it up. |

What gets confusing - as has been noted - is how when a new group of Vipers are named, they are automatically considered the best of the best. There is actually a Joe comic that makes reference to how each of the pilot groups argue that they are the best, as each group was medically enhanced for either reflexes, withstand g-forces, etc.
I think that eels were suppose to be an entry point to Cobra special forces, which is strange but if you look at the 80s, Navy SEALS were thought to be the best of the special forces units by the media and public (thanks to a bad Charlie Sheen movie). This may have influenced them to be the source of all the other elite units. I just have a hard time imagining an elite unit that is so specialized as a snow trooper! How many battles do you plan to fight in the snow? |

I have been reading TONS of filecards, and trying make a cohesive rank system of it. Based on my notes, the most elite are:
(note: I based my notes on the theory that the base ranks are: Blueshirt > Viper > [a wide range of fields]) Ninja-Vipers from Cobra's Ground Forces. (Viper > Night-Viper > Alley-Viper > Pit-Viper > Ninja-Viper) Sea Slugs and Ice-Vipers from Cobra's Navy (and Attic Forces). (Viper > Eel > Lamprey (optional) > Sea Slug) (Viper > Eel > Snow Serpent (+Techno-Viper training) > Ice-Viper) Star-Vipers within Cobra's Aerospace Program. (Viper > Air-Viper > AVAC > Strato-Viper > Star-Viper) Anyone within the Crimson Guard Corp. (from how they fight in the comic books, they must have had ninja training - maybe Ninja-Viper training? I know CG Commanders are no more skilled the normal Siegies, because they are promoted based on the amount of power they acquire) I hope this is helpful? I think we might have to take environment into accountability
Para-Vipers seem pretty awesome, but in the city Alley Vipers are probably pretty tough to beat. I've always thought the Crimson Guard was like the Marine Corps of Cobras, so Crimson Guard Immortals are probably really tough, but out in the wilderness, I figure Range Vipers are like the Airborne Rangers of Cobra. Snow Serpents and Ice Vipers are probably really tough in cold environments. I suppose it's a matter of subject expertise and training. I wouldn't think one kind of Cobra Trooper is superior to all other all the time. I mean, Snow Serpents are great, but are they really going to be able to keep up with Desert Scorpions in the Sahara? I doubt it. Likewise, Alley Vipers are great in the city, but are they going to defeat Range Vipers in the Mountains? Probably not. Now a question might be: Are the Iron Grenadiers tougher than the Crimson Guard? Those two units seem pretty evenly matched... hard to say really.
