Should the forum have full information about the joe franchise like character biographies, vehicles and another stuff ?

Ah, maybe I understand the confusion now.
This is, like you accurately called it, a forum. That is to say, a place where ideas and views on a particular issue can be exchanged. Hobby or pastime information to be published in a specific place or table for ease of reference is often called an almanac. HissTank is more of a forum, and less of an almanac.

It already does, and has had one for years.
I'm seeing the Database tab and the top of the screen, under the website title banner, directly one space to the left of the Forum tab. Look on your screen to see if you can find it.
