Works better for me if you think of Cobra as even if not a bit superior to the Joes in numbers, technology, and yes maybe strategy/intelligence (mostly because they make the first move).
Their weaknesses are arrogance, overreliance on technology, and most importantly backstabbing and lack of real trust within at almost every level--whereas the Joes are the opposite of these qualities. You dont have to make Cobra buffoons to ensure a happy ending for our heroes. |

Reminds me of a conversation I had about David Koresh one time. Sure was a disgusting human and a crackpot but how many people believe your the messiah?
Cobra as portrayed has enough money to supply ultra high tech equipment in numbers superpowers cant afford (the su-47 Berkut for example) put people in space when only 12 other countries have put sattelites there and have the manpower needed to make use of it all. They have a steady stream of new recruits. I wouldn't mind heading up that stupid an organization. |

Nah, but it is completely and utterly unrealistic. And by that I mean, not real. It's a made-up organization that can, and will, be changed to fit a plot. If it needs to be stupid, then it is stupid. If it needs to be overpowered and ruthless, then that's what it is. If it needs to start off as a menacing, unstoppable threat holding the world hostage to suddenly becoming stupid in the denouement of a Sunbow cartoon, it can be that too.

It is (but it's all in good fun). In the comics, Cobra Commander seemed to be about making money and manipulating governments, and let's face it, you can do that in our world without a snake-themed organization of people in silly costumes.

Lorenzo di Bonaventura also stated that the Joe Brand characters are nonsense but they have cultural weight (on the Ret Blu IIRC). This weight he presumably wants to exploit. Yes, this is the guy that makes money on the movies and his decisions, including the 3-D delay of Retaliation, fully killed the Joe line (this according to Mark Weber and he knows where the bodies are buried).

They're "stupid" by design, mostly in the sense of being unbelievably inefficient, and the story generally requiring that they get defeated because if they "win" the traditional story structure goes out the window and then you're in a different kind of story (like the new GI Joe title at IDW). Most franchises don't want to upset the status quo that much.
But yeah...an organization like COBRA that could afford all that hardware and technological capability could influence the world a whole lot more easily than with grandiose superweapon schemes and massive armies and the like. Like someone said, it's probably a lot more effective (and cheaper) to buy politicians than spacecraft if you're looking to rule the world. But it's just not quite so exciting if GI Joe is a bunch of NSA-style keyboard warriors trying to halt Cobra's hacking and social media manipulation. Or a bunch of FEC Investigators digging through piles of financial crimes. Both of which would largely be the case if Cobra were "smart" about how they use their resources and attempt their schemes. |

Sure, Cobra is obviously unrealistic in many obvious ways. But so is the G.I.Joe team. If this unrealism serves the overall story and the worldbuilding going on, I'm all for it.
