Officers play the promotion game, and though there are great ones, NCOs really earn their spot, they have a lot of time in service, usually combat experience, and they're the ones who really train and work with the men. They lead them in a way that officers don't--up close and personal. Duke gets my respect even if he's a cliche!

I promotedmy Duke to Major so he can be an actual commander as opposed to just a team leader. Sure he lead missions in the field, but there are so many other aspects of the Joes that an E-8 would have no part of. I still see him as a leader, but not as the teams Executive Officer/paper pusher.
I always thought that Hama wanted Stalker to be the top Sgt, but Hasbro created Duke so Hama had to add him in, and Hasbro created the Cartoon using Duke as Commander instead of Hawk. You see in IDW they sort of have Stalker and Duke as equals with Scarlett almost being above them. In IDW origins, guess who Hawk has as his 1st recruit: Stalker |

I've just always accepted that GI Joe was a "Special Missions force" that went by a different standard than the regular military. General Hawk chose Duke as his number 2 based on his combat experience and superior military mind. Duke's authority comes from Hawk and if Col. Courage doesn't like it, he can take it up with Hawk.

Larry Hama, who wrote the original G.I. Joe comic book, always expressed great frustration with Duke. His main problem with Duke was that everyone else involved with G.I. Joe - the Hasbro toy line directors and the writers handling the show - all just treated Duke as if he were interchangeable with General Hawk, which Hama feels stilted Duke's character development in the comic book. Also, he felt that Duke's personality did not fit with the role of a master sergeant (Hama always regarded Stalker as the more natural "first shirt") and also felt that design wise Duke looked too much like Hawk (both had blond hair and blue eyes in the comic book, but Hawk had black hair and brown eyes in the cartoon as a means of differentiating him from Duke).
