I think the Joes would frown upon vigilantism. As for free-lancers or mercenaries, yeah, sure. I mean they accepted Mercer who is essentially a reformed terrorist. But that would be few and far between considering the risk.

It depends on the name you give it. They probably wouldn't want a vigalante because by definition a vigalante does his own thing and doesn't answer to any authority. But the Joes have Falcon, who belongs to Special Forces, whose job is to train indigenous people to fight wars for us. So in a way, Joes do rely on outsiders and of course there could always be something like Blackwater in the midst.
