I need to pick up a DMB but don’t feel like shelling out 30 bones for one. The new sculpt ones are actually pretty ok, I can live with just about any of the three. But how tall are they? Vintage scale or almost 25th scale? Alternatively a ROC/POC CC could be used as a body with a head from a caster.

It's been a while since I've gone through my new sculpt collection, but in general the new sculpt figures are scaled closer to or at scale with the vintage ARAH figures, definitely not 25th/ME in scale.

Some were pushing up into 25th range iirc. But not sure about the good Dr.

I seem to remember that the second version (w/the lab coat) being smaller and over all well-proportioned in comparison to the JvC version, which was really very wonky proportion-wise (as many JvC figures were). That second version is sort of an "in-betweener" in comparison to RAH and modern Joes:
