An African arms dealer working for Cobra would be cool. Of course, he'd have to be White, or they'd get in big trouble lol. Make him like the South African character from "The Sum of all Fears" that purchased and sold the nuke. Kind of a Destro character, you could even make him an Iron Grenadier exploring the African market.

Serenity was a character from my novels that I was going to use for the Kindle Worlds Fan Vote instead of Stiletto (they are the only two characters I'd created). She is African.

Cobra Commander's file card says he was responsible for uprisings in the middle east, and parts of the middle east do technically extend into Africa. So possibly him.
Also, I realize this probably isn't what you're looking for, but the 12 man box set of Bronze Bombers were made by a company specializing in Africa-themed toys. |

That said, a large chunk of Africa was under the UK control as part of the Empire and a story based around an operation like the UK's support of Sierra Leone's government against the rebels in 2000 could easily be formulated. Hell, you could also do a story with a French colony being helped by AF like France helping Mali and Chad agaisnt terrorists atm. Action Force is a pan-European unit after all. Comics-wise, both the Pallitoy AF and the Hasbro AF had African escapades against the Red Shadows, Cobra and other enemies (Desert Strike starring Z-Force was an epic story about them battling a multinational enemy called the Gibli in a nation called Duna.) Marvel UK's AF weekly comic had a pair of stories set in Morrocco, one of which revolved around Destro winding up with amnesia after he was beaten by Cobra troopers trying to kill him for Cobra Commander, IIRC.
The Pallitoy packed Stalker from 1985 AF was French, suggesting French-African ancestry. Roadblock from '85 was French Congolese. Alpine when Hasbro released him over here in 1987 was French, again suggesting French-African ancestry. |
