When Spearhead needs to go on a night mission, he busts out the black spray paint and goes to town on Max.
So I voted mission specific. lol

In my fic which follows on from the comics, Sky Patrol was a permanent subteam assembled to be the Joe team's paratroop pathfinder/recon element. Night Force was an ad-hoc unit for one mission, BF2K were dead, the Eco-Warriors and Star Brigade were dissolved, Tiger Force was dissolved, the Renegades were a special unit for one mission (though I'd yet to write the story), SM Brazil were a one-off unit, the Marauders I'd not done anything with and most of Ninja Force were retired. I had a plan for a story featuring T'gin-Zu, Bushido and Banzai but didn't get around to writing it and I dunno if I ever will.

If it is a character that was just a repaint, Tiger Force Slaughter's Marauders, Night Force Sonic Fighters etc then it is a mission specific scenario.
If it is a team like Sky Patrol with new characters, then they are only called upon for certain missions. So. Both. Especially when you have a team like Mega Marines that has familiar characters and new characters but new uniforms and role specific weaponry.

I see Joes as mission specific, but I see the Python Patrol as extra recognition and a badge of honor, for Cobra Troopers. The Coil Troopers are Cobras, but only answer to Overlord. The Skull Squad is Maj. Bludd's private army of mercenaries. The Red Shadows, Dreadnoks, Night Creepers, Headhunters, Red Ninjas, Black Dragon Ninjas, Iron Grenadiers are all mission specific mercenaries that answer to their respective leaders.

Mission Specific except for Sky Patrol. I don't recall seeing any of them outside of SP.
