Of cause I wasn't thinking, they're Oktober Guard, silly me...me being European and a huge Joe and Cobra fan, I wanted to see more international Joes and Cobras. I know G.I. Joe is an American team, but I for one would've loved to see their NATO/European Fighting Forces counterpart, helping them fighting Cobra and Destro's army on European soil, where they've established a huge part of their domain, Destro for one being scottish warlord.
It would be fun, seeing Joe operatives working with some SAS operatives (other than Big Ben), some guys from the Nordic countries(Iceland, Faeroe Islands, Denmark, Norway, Sweden or Finland), some from central Europe(Belgian, Dutch, Irish, German, Swiss, French or Austrian), some from the south(Portugese, Spanish, Italian, Greek, Maltese, Cyprean, Slovenian, Croatian, Serb, Albanian or other) and some from the east(Hungarian, Bulgarian, Romanian, Chech, Polish, Slovakian, Lithuanian, Latvian or Estonian). I guess if Hasbro did the European counterparts and sold it in Europe, it could become a huge success.

Action Force is the closest thing to a NATO/EU/UN equivalent of the GI Joe team.
Action Force featured an international team of anti-terrorist operatives that originally tied into a line of 1:18 scale toys created by the Palitoy company of the UK. At some point in the early 1980s, they started using licensed copies of GI Joe action figure and vehicle molds for their Action Force characters. For example, the villain Red Laser was a repainted Cobra Commander figure and Action Force vehicle driver Stalker was based on the 1983 swivel-arm Snake-Eyes mold. Later, Palitoy stopped making original Action Force characters and simply produced copies of existing GI Joe toys with the filecards rewritten to make them international characters. When I was a kid, I had an Action Force Dusty figure that had his birthplace listed as "Alice Springs, Australia" and an Action Force Airtight figure that came with a filecard that said his birthplace was "Munich, Germany" (they were gifts from an aunt, I have no idea where she got them). Too bad I didn't keep them, they're probably worth something to the right buyer. Firefly is Cambodian (although he spent part of his life in Japan). Blowtorch is from Florida (although his last name, Hanrahan, sounds Gaelic/Irish).

Yeah 85% of the original Action force is from Europe. I think only Hunter (Mexico) Jammer (New York?) and maybe Gaucho are not from Europe. Go ahead and explore Zulu's link there is a wealth of info in that site about Action Force. Then if you add the Brazillian and Argentinian figures that's a whole other assortment.
But from the main line produced in the States, I could add: Major Bludd: Australia Firefly : I think he is Vietnamese/French Mix?
