Slaughter doesnt count lol. We all try to forget how (over powered ) Slaughter was. I hated it as a kid and hate it even more now. Him beating Nemesis was a serious plot device. Thanks guys. I have a clue..on his power level

His file-card said he was created from a "bunch of dead things" thrown together by Golobulus, so he's probably more like a zombie that doesn't feel anything when he's on the attack. He just tears through the obstacle in his way (if he can)... and gets repaired later.
My opinion: He's probably just a few levels stronger than Sgt. Slaughter. Remember that Slaughter ripped through a wave of B.A.T.s with his bare hands! I mean, that's like me pumped up on coffee and adrenaline and running up to a small moving car and tearing it apart with just a pair of ratty gloves on! As for NE strength, it's very inconsistent thru out the movie. But there may be an answer for that. In this scene where he stops Snow Job from committing vehicular homicide Not only is he lifting a vehicle that must weigh a few tons, he is also keeping it from moving forward because the rear tracks are still moving. With that said, someone with that kind of strength should kill anyone with one blow. He gave sgt a 2 piece combo that should have broke his neck. So the only explanation I can come up with is nemesis is stronger when he is in a colder environment. Wherever it's warmer (as in the serpentor breakout and the terror drome invasion) he possesses the strength of a normally built man. If we go by what we saw earlier, This kick alone should have gave Sgt a hemorrhage and die from internal bleeding in minutes. but because it's a warmer place, it's basically Nancy Kerrigan vs Tonya Harding level of pain. And of course everyone knows Slaughter is weaker without his hat on.

OK, I'll take a stab at this.
My guess is that since Nemesis had been engineered to be a brute that he is able to overclock his system allowing him to perform far and above his normal levels for a short period of time. My personal explanation for the scenes shown (other then poorly executed drama in the writing) is that by the time he gets to fighting Sarge he's tapped out. Still way stronger then your average guy but exhausted and incapable killing Slaughter with one blow.
