If you used a hard plastic, it should be able to be reshaped some after prolonged heat (like a min or so). Soft plastic would be mallable after 30secs.

When I heat it up I would just put it on whoever and then let it cool down with the head inside of the helmet?

When I was converting Steel Brigade helmets from the RoC Pit Trooper to my own customs, not everything fit like a dream. I'd heat them up for 30 secs and then pop it onto the new head I want it to fit. For some it needed to be stretched here and there to fit the bigger noggin. For others it needed to be pinched in to catch for the smaller head. When I dremmel heads, for example, I only make a tiny pinhole where the balljoint will be going. I slice away the excess neck and a curved base underneath the head, but the main plastic that will surround the balljoint just gets the small hole as once I heat up the head, it the balljoint will force itself through the small plastic hole and stretch to fit. After that it's just a matter of drilling deeper if you need it to sit lower on the neck. (Yes, that all sounded dirty on some level. :P) My dremmel tools are an exacto knife and a 3/64 screwdriver for glasses. I can convert most heads with just these two items and a hot cup of water. Each head will fit like it was Hasbro fresh and tight rather than fear you dremmeled too much & need to fill it in. This has been dremmeled just by those two tools. So was all the World Peace Keeper heads from that Chinese line at Big Lots I used for the Battlefield of the Dead stuff. The blonde head on Gen Hawk. The masked heads on the law enforcement figures.
