Yeah he wore a hood in the comic and the toy had one.
What part of cartoon do people not get? The dispute isn't the comics. Or the toy. We've proven what's on his head is a hood, and for all intents and purposes, should be a hood. I'm not arguing that. Nobody is. That comic strip proves nothing of the cartoon. You may as well use a comic book page of Lady Jaye to prove that the cartoon Lady Jaye wore a hat too. But the cartoon drew it as hair. It flowed like hair, behaved like hair, and was treated like hair in the way it was animated, with strands of flowing hair. There's screengrabs upon screengrabs from joetoonarchive.com where it behaves like hair! How can people not look at that and see it? Where's Roadblock Recall when I need him? Haha. However, maybe in the cartoon they realized Zartan's use of nano-technology that he acquired from Destro. This allowed his hood/cowell to act like hair while indeed being just an accessory. There's your answer... BAM!!!

PERSONALLY, I go with Larry Hama, as he created GI Joe ARAH and Zartan both.
Good enough for me as canon.
