There doesn't seem to be any resemblance, apart from the facts that they both fly and both are very small one-man craft. Let's break it down.
The BO103 has a single rotor wing, offset by three weights. It appears to be an early rudimentary/experimental design. The FANG clearly has two main rotor blades. The BO103 utilizes a traditional tail rotor system comprising of two blades unprotected. The FANG's tail rotors... well they honestly look like a house fan, but they are protected with a tail design very similar to a Fenestron tail rotor system. This ducted system protects the tail fan, as well as any service crew near it. The BO103 has very little outer coverings. The FANG has adapted a hull. I'm not sure what the engine on the BO103 is, but it's not a BMW 6012 nor a Solar T62-2a1 (they are identical). The FANG engine is clearly a toy version of one of these RL turbines. Considering all this plus the missiles, the front turret gun, and so on, we should conclude that the FANG is likely a mash-up of real-life components rather than a direct copy of one real-life vehicle. This is often the case with GI Joe vehicles. Even the apparent direct copies (ie: Dragonfly, Skystriker, Mauler, etc.) have added components or rearranged parts in comparison to their RL counterparts.

I've been looking at the F.A.N.G. for a while. It's meant to be a Fully Armed Negator Gyrocopter, but it seems more of a helicopter than a gyrocopter. None of the gyrocopters I've found pictures of online have a tail rotor.

I think maybe it's a misnomer. Technically speaking, a "negator gyrocopter" could be translated to a traditional helicopter, where the tail rotor negates the effect the momentum of the main rotor has on the airframe. In the strictest sense of the word "gyrocopter," it is not very fitting to the FANG.

Plus Hasbro liked to add tail rotors to vehicles that didn't require them, hahaha, like the Tomahawk.

I've been working on a list of my own comparisons of GI Joe/Cobra equipment to real life productions, prototypes and concepts. There is nothing in the Joe/Cobra arsenal that is an exact replica of a real world piece of hardware. The closest might be the MIM-23 HAWK as the MMS, or maybe the M1025 as the VvV Desert or Jungle Humvees. There are a helluva lot of ideas out there that could have been inspiration in the design process for some of these just as much as pure imagination. It's really interesting to see what inventions and ideas have surfaced out of the last 100 years of mechanized warfare.
I've done a fair amount of digging and cannot for the life of me find a model that would have been used for the Wolverine. It seems like a fairly straightforward vehicle that the military should have, but I can't come up with anything. Any ideas? I was sort of thinking the tank body was based on the TOS-1 MLRS or the M110-A2, but it's a stretch.

You're right in saying "There is nothing in the Joe/Cobra arsenal that is an exact replica of a real world piece of hardware," but the Desert Humvee is by far the closest to a real vehicle. Incidentally, I didn't include it in the thread because that's supposed to be about Joe/Cobra vehicles from the '80s. The MMS might appear to be close representation to the MIM-23 due to its simple design, but a closer look shows that it's about as accurate as the Mauler or Skystriker. Just like the MIM-23, the MMS has three missiles on a two-wheeled trailer with suspension feet, BUT the legs and feet are all wrong, the cart details are off, the missile shape is too rounded, the flat part of the fins are too long, and the missile turret is completely different. Its overall scale is too small as well. At least the Mauler is closer in scale to its real life vehicle.

Not really much to contribute to the thread but I saw some pictures of the Hawk missile system today and wanted to share. I always thought the MMS was missing something and as a friend of mine said "it looks like something out of GIJoe". The first picture I saw of it was taken from an angle that didn't show the launcher, so it looked like the missiles were mounted on that little tug/tractor. My first thought was that maybe the Cobra Imp isn't so crazy after all lol. But then I saw the rest of the pictures and noticed the real world MMS.
