Well if you really want a First person Joe shooter just pretend the hands you see on your gun in COD is a Joe. The game would have to be a third person game. What is the use of being Snake eyes if all you see are his hands? Just to see Joe and Cobra vehicles and other characters in third person but not mine? I will keep my sixty bucks if they make a game and it is first person.

First, it would seem that it would HAVE to be based on the movie due to the legal rights issues. A classic Joe game would be awesome and likely preferred but the new movie definitely helped bridge some of the gap between the two universes.
Second, it is MUCH cheaper if they use an existing game engine verses developing their own. At least, cheaper if they own it in house. Some very good games were simply mods of existing games. They might not be "instant classics" but they wouldn't be atrocious either. Third, the problem with movie games is that they try to follow the story of the movie. Fall of Cybertron moved away from that by telling a story vastly different from the movies. You can make a great game in the same universe without trying to tell the same story. Spider-Man 2 did that in spades as a video game. Star Wars Racer was not bad either. What they held in common was not trying to recreate the movie experience but instead trying to enhance it. The first GI Joe game wasn't horrible - it just was a bad concept. The perspective was bad, but it had some fun moments - fighting a nicely designed HISS Tank, the SNAKE unit, and blowing up the Pit were all great moments. What is sad was that there was an amazing mod out there for COD that was taken down. And that is the direction the game could take. Or even a better version of the Tactical Ops game - one that allows you to form squads XCom style.

No because there is no way to make the perfect Joe game.
Everyone wants something different and there is just so much that makes Joe what it is. To make it a first person shooter like CoD, that takes away the vehicles, fighters jets and ninja action. At that point, why bother making the game because it already exists (Call of Duty). A G.I. Joe game would need to have first person elements, driving combat elements, flying combat elements, every kind of environment imaginable (and why limit the driving to just VAMPs in urban or jungle, wouldn't you want to drive a Snowcat or Battle Bear in the arctic and also wouldn't you want to pilot a WHALE or Devilfish in the ocean??), would need to be able to fight as Snake Eyes in ninja vs ninja combat and ninja vs soldier, would need to have infantry and assorted weapon combat. Would need to have a large world for many Cobra missions. There would need to be single person missions and large scale RTS style battles. There is just too much that would need to be there in order to make it a G.I. Joe game. Never happen.

an X-men legend style game with the ability to call in Vechicles for special attacks ("DUKE use your Laser sight so the Skystrikers can Target that terrordrome.") would be how I go. unlockable skins DLC Characters and missions and I think you'd have a solid game.

What I hear is that we want a game like Call of Duty but that title is all ready established. Anything similar cannot compete with it. Battlefield is a good example but a G.I. Joe theme would attract an even less group. Another example is when there used to be several types of football games. Eventually Madden one out (in part to partnership with the NFL).

I don't know about TFs being a POS. As Hasbro initiated it as it's own story canon. And it decimated sales for the game AND a new wave of figures that some consider the best looking yet. I do. And most that play it online with me hate the films and cartoons. This is their entry point to the TF Universe.
