I beg to differ here. Frank Castle is obsessed with his war on crime to the point where he hasn't lived a normal life since the death of his family. Everything is training, planning and hunting. He has a massive arsenal and safe houses because he keeps the money he takes from drug dealers to finance the war. The White Skull IS a target. A Kevlar and steel plated target that keeps him alive.
Frank's obessision makes him unstoppable. Not even Snake Eyes lives, eats, and breathes death and destruction. He and Scarlett have had a vacation or two. Frank Castle is saving the vacations for when he's dead.

Castle was a professional before becoming a vigilante. The very fact that he breaks rules and fights out of anger and brutality is exactly what gives Beachhead the advantage.

Thats why he'd lose.
Castle works alone, trains alone. The psychological toll of waging a war alone would cause him a great disadvantage. In addition to that, Beachhead trains against the best soldiers in the world for practice (other Joes), and goes up against the best criminal soldiers in the world (Cobras elite) when putting that practice into action. Castle will eventually wear himself out, from the constant obsession. He also tends to fly off the handle, making him vulnerable. Beachhead is a different kind of enemy than the criminals Castle is used to.

Castle definitely has his emotions in check, as he stated in his war journal right before his first mission

Here's another difference. Beachhead is a Joe. That means he's one of the good guys who follow rules of engagement, shoot when fired upon and take prisoners when the enemy waves a white flag. Frank has no rules. He'll shoot you from the top of a building 5 blocks away, beat you to death with his rifle butt when he runs out of ammo, or skewer you with a barstool if there's nothing else in reach. There is no mercy, and he takes no prisoners.

It's true Frank could win by cheating. But if we're talking straight skill level here, I just don't know, I'd still give 'Head the edge based on his ongoing role and ongoing training. His emotions he might have in check, but someone like Castle has far less control over his psyche.

His Psyche is fine and has never effected his performance, skill, or ability. It's only enabled him to continue his campaign.

I do have a feeling, and I mean no offense, that those who think that Beach-Head could possibly take the Punisher 1 on 1 doesn't follow The Punisher comics or isn't very familiar with the character.
