Fighting battles in the middle of New York City would be alot different then fighting in the open or even a city like Mogadishu. The SWAT unit is part of Steel Brigade, but not directly attached, so they can be used seperatly from the overall SB unit, but able to function fully on their own as needed. The SWAT unit would deal with hostage negotiations, hostage retrieval, etc.. SB deals with retaking cities from terrorists.

They assist the other units with environment specific abilities. Gamma is Arctic and Omega is Desert. I have two units currently under Alpha that I think would be better under Delta: Skydive's Rescue/Recovery unit. This is a unit of PJs and their attached security. Air inserted for when a Joe is down behind enemy lines. Deep-Six's Combat Diver unit.

(Bulletproof is not for example). Surefire is in charge of base security and the CID team. Most of my Joe's pull double duty (except the Delta Teams, who are constanty "on mission duty"). So Fast Draw is part of the artillery unit, but during "downtime" (a.k.a. non-mission time) his secondary speciality comes into it and he's part of the base file clerks. So that's another reason why if a unit is Delta/Alpha/Epsilon is important. Alpha and Epsilon (should Steel Brigade fall under Alpha, it technically could be an environment specific unit like Gamma and Omega and those fall under Alpha) members would pull double duty, at least the mission team members; support members are always support members.
