Would these possible new team members work under the scope of Colton? Or would you establish another small subset team of 3 or four?

Well, since they're DoD personnel, they won't need to fall under Colton (who's CIA and thus "apart" from the chain-of-command). At least two of them will be incorporated in pre-existing squads/teams I've already set up and shown previously.

I generally can't speak much to these kinds of nuts and bolts, military knowledge intensive kinds of posts (and I don't want anyone telling me to leave the military stuff to the people who know it), but I like what I see, zulu. I feel like I'm learning a lot, and really like when you give the practical explanation of what the various units/departments/jobs are and the similarities and differences between them (another reason why I think you should be archiving your notes for inclusion into your bible; there are many people who would benefit from having those explanations handy).
I completely agree with your assessment of Mercer and Snake Eyes' viabilties as last ditch options in the playbook, both because of their specialties, but because of their limitations (Mercer's past and Snake Eyes's disfigurement). Keeping the CIA stuff very small is also for the best. As for the remaining three non-military DoD organizations, I would guess that Barricade, Mace and Lightfoot would get the picks, respectively (since it's generally easier for people to swallow branch swaps for later characters that they are less attached to). Which leads me to my final question (one that I hope everyone will chime in on): Is Low Light a good candidate for a branch change? He doesn't seem to be the kind of guy I could imagine in Special Forces teaching the natives, nor do I see him as a Ranger. For the way he's described as operating, that only leaves Delta (which in my mind, people don't go from Delta to Joe) or a Scout Sniper (he's mentioned as being an Army guy, but his mo matched up better). The Joes are missing one, and it really fits him better than the alternatives. I brought it up to zulu (and while he agreed) he thought that because Low Light had so many fans, they would be offended by the change. My line of thinking is, outside of the line about him being at Ft. Benning, he never had much to align himself as an Army guy. So I ask you guys, could you see Low Light as a Scout Sniper? |

Delta, I always pretended he was Delta. Which I think is stationed at Benning as well. I remember when he came out was about the same time as Chuck Norris' Delta Force and I felt that Lowlight's attire seemed very similar to what the Delta Guys were wearing in that movie.
I see Mercer, Lowlight, Mace, Barrel-Roll and Snake-Eyes as Delta Guys. But with Zulu's work I see the need for Delta may not really be necessary. GIJoe in itself is somewhat of a Delta Team. That being said, Lowlight could very well be a Former Delta guy. |

In the Joeverse, I think Joe is Delta, so having a former Delta guy doesn't make much sense.
So in that view, where would a Delta guy like Low-Light come from to get onto the Joe team? Barrell-Roll as Delta? That's an interesting idea. It could help solve some of the issues we've always had with him and his filecard and training. I could see a Delta guy being given pilot's training. But again, if you go with Joe = Delta, then where would Delta guys come from? I think I could live with Low-Light being a Scout Sniper but could also handle him being a Special Forces Operator (he just doesn't deal with the natives). He also works as another "off the books" operator. Where's Oliver? Low-Light is one of his favorites more then mine, would like to see his take. I think I'd be okay with either (Special Forces or Scout Sniper) as long as his badass-ness was kept.

As we've seen from some other characters (Lifeline and Barbecue in particular) service branch changes don't necessarily detract from a character's "coolness". Low light makes "sense" as a Delta operator, but SF or Marines would work as well. I also agree he's not a "meet and greet the friendly natives" type.
