Which brings up another point. Do you advance in the Greenshirts like a normal military outfit. I mean, some of them may distinguish themselves and get bumped to codename status. But for the rest, do they just push on through? Are there Greenshirt master sergeants? I'd think the Codenames would be Master Sargeants. It would depend on the Joe rankings I guess. Would a Codenamed E-4 be "higher" and a Greenshirt E-6? So you're a Ranger, you're an E-5 and you get tapped to join the Joe team. Do you go in as a Greenshirt or do you get a Codename? And if you can't advance to a Codename as a Greenshirt, what's the motivation to be one? It's a more high-risk job with less benefits then the normal infantry. And it's not like you can just go home and tell your neighbors what you've been doing in the military.

If he's not a good barracks soldier, how'd he get to be an E-7?

Soldiers that excel in their field, but may not fit in in other more traditional units. Repeater may be one of those guys. On the one hand you have the all purpose guys like Falcon, Flint, Duke, Stalker and Beach Head. On the other hand, the Joes find a place for the anti-social (Torpedo), clumsy (Tripwire), and hot-headed (Short Fuze). It's one of the things that gives the team its uniqueness.
Anytime you see Deltas in movies, they're usually portrayed as a bit of a misfit kind of person. Units like that care more about talent then the ability to stand at attention. Just would mean that Repeater should be an E-4 or E-5 when he joins the Joes.
