Well, Dusty's name was Ronald Tadur which is Rudat backwards and Ron Rudat had something to do with G.I.Joe brand. A lot of them really were just Hasbro employees, but I can't remember. Someone else also mentioned that Sneak Peek is named after Stephen King's son, Owen King. Tunnel Rat's face sculpt I believe was based off Larry Hama.

You have to go into each seperate entry, it's usually at the bottom where it says special information about each character.

That's right. Not an official prerequisite, though probably what one might refer to as a "Soft Qualification" - meaning, they don't say it's necessary, but it's basically expected. Though I'm sure that in the old days, plenty of soldiers went through it who were not Rangers... the Cadre on the other hand were probably ALL Ranger qualified.
The funny thing about Jungle School now is that the Army no longer has the Jungle training center in Panama. Only the Marines have one in Okinawa. If Recondo were being made today, the Marines (probably Force Recon) would make the most sense.

What I think is kinda interesting (Although also sorta frustrating) is that some of the new filecards are beging changed to explain why a certain figure comes with a certain pack in Case in point, Tripwire. The filecard from the comic pack was all normal, but the wave 12 one mentions something about Tripwire getting the Meteor Catalytic Element for the MASS Device |

I always hated the inconsistences as well. Spirit's birthplace skips around from New Mexico to Arizona and back to New Mexico over the years.

Low-Light's file cards ans Storm Shadow's do the same thing. It is frustrating; I always just imagined that the Joes would do that to certain files for security purposes. Low-Light was in C.I.D. for a while, so I always figured he needed his cover changed. They even changed his serial number. Storm Shadow did Black Ops/Counter Intel stuff - he would need the same. Spirit was a guy who probably got sent on special assignment from time to time. It's not a great answer, but it's how I've made sense of it.
