I think the Joe SWAT guys went from SWAT to Joe. Now they could have gone military then SWAT then Joe, but I think they were recruited directly from SWAT. I think the Joes saw a need for people specially trained in Urban Combat and Urban situations (hostage rescue, infiltration, etc..).
As Loose Cannon rightly pointed out, I think a lot of SWAT guys are ex-military. I guess, if Delta Force = G.I. Joe, wouldn't they be the world's best at CQB? What would a guy from a civilian SWAT team have to offer them that they didn't already know?

If the Joe teams is the Joeverse's version of Delta, then the SWAT team would provide them the training/skills for CBQ as they wouldn't have had their own training in that department. Did that make sense?

My SWAT guys are all ex-military. In the real world that may not be the case, as I'm starting to look up. Guys with barely any weapons training besides standard issue. Seems a little weak.

Hey Loose, you're not the only one to think the Resolute Jet-Pack Duke makes a good Barrell Roll
Yo Joe! Sit-Rep YoJoe's review says the same thing.

I must be psychic. I know I don't need a version 32 Duke. I just need some brown paint for the hair.

Well, it seems to me that Joe is NOT like delta force. Since a lot of the Joes on their file cards say they were recruited into G.I. Joe w/o previous army experience. Like Quick-Kick I believe. So the argument of different specialties taking command is somewhat valid. But in my opinion it would be more like Duke saying, "Ok Shockwave, this is what you do best, what's our next move on this urban entry?" And less of shockwave saying No Duke I know whats best this is what we should do.

Also I picked up a Snow Serpent today (and a rattler) and holy cow what an awesome figure. I wish the normal viper was as solid and flawless as him. I don't army build usually and def not special condition troops, however this guy has me reconsidering. I will get a couple of the Viper 5 pack when/if I ever see it though.

Spec Ops CQB teams are designed to kill targets and sometimes rescue hostages. It's certainly similar, but the mission focus is just a little different, as are the rules of engagement. I tend to think of our Military CQB units as much more elite than any city's Police SWAT unit. Funding, training, equipment, weaponry, etc. All of it would be inferior to what the military could provide. So let's use Shockwave as an example. Let's say he is with the Detroit SWAT team, and he's an excellent SWAT officer. I figure he joins the Army to be an MP and train with an Army SWAT Team. Or Maybe, because G.I. Joe/Delta is so good at CQB, Shockwave tries out for the Joe "18x" program and makes it. I'm not syaing his previous experience isn't helpful. It certainly is. I just think that the training, weapons, equipment, and operational tempo of the Joe team would be a step up from the Detroit SWAT Team.
